Hi All Please can some body tell me that a large chunk of our TOLL FEE has not been spent by the BA on free parking for its employees.(or caught out by the Inland Revenue)
My daughter works in Norwich and she has to pay for parking.So i feel obliged to ask.

Roy,
There are others much better informed that me here including one or two Nav Com members, but from my readings it would appear that your fears are correct.
I can only assume that the BA have been paying for staff car parking, and the Inland Revenue have rightly decreed this to be a taxable benefit of employment. Whether the BA is planning to reimburse their staff for any subsequent tax charge, I know not but The BA will itself be liable for Class 1a National Insurance contributions on the amount of the deemed taxable benefit which they will have to meet from their own (ie your tolls) coffers.
Mismanagement? You decide, but I can tell you that any employer should be aware of the tax and National Insurance regime. It's not exactly unusual!

You are OK, Roy, put the pills away.

The Nav Com paper on the tolls included this:

"Thirdly the Authority has received a demand from the Inland Revenue to meet the costs of tax and National Insurance contributions for work to home mileage (for the financial years 2002/03 to 2005/06) on two Land Rover Defender Station Wagons which have been treated as vans but which are regarded by the Inland Revenue, for tax purposes, as cars."

So it looks like BA staff were taking Land Rovers home on the assumption that they were classed as vans, and therefore not taxable as a benefit, when the IR considers them to be cars, so the free journey between home and work is classed as a benefit and taxable. Nothing is said in the paper about the ins and outs of who should pay the tax and why it is a Nav Account matter rather than General Account, but the accounts are scrutinised and audited, so we must assume that it is being correctly allocated.

But im not sure that i like any of my Toll money spent on BA staff driving home.
In the real world at work where i spent 45 years you got to work and back on your own expense.
So to The BA may i please say spend our Tolls on the rivers please .
We moan about TESCOS  but If they were in charge,think about it no Jobs for the boys,if you get it wrong you are sacked,
No cushy goverments pensions for life,
YOU have to know what you are doing,
COS THE CUSTOMER MUST COME FIRST
NO CUSTOMERS NO JOBS.

Roy, I suspect that the issue was brought up at a Nav Com meeting as the tolls will pay for the tax demand. The Landrovers are used by people involved in work relating to the navigation. Like you I am less than happy. Regarding car parking, if I have read Nav.Com and Jamie Campbell's comments correctly, then car parking accounts, in total, to the toll income received from the River Cruiser Class, some 400 boats. But we are talking pampered civil servants here.

Going back to the original substance of the thread, can someone please clarify that these are the Land Rover Defenders used by the works teams.  Also, I would imagine these to be hard top Land Rovers, and suspect that they may have windows in the rear section.

If this is so, then most people gealing with accounting, tax and vehicles, would realise that the Inland Revenue treat vehicles with glazing in the rear section as cars and not as commercials.  Also in this case it is disappointing that the BA accounting department did not know this or take the initiative to find out, before allowing such an error to go on for so long, which it appears now falls to us (the tollpayers) to put right financially.  The length of time has this has been allowed to continue for has obviously increased the figures.

Even more worrying financially, is that if this above scenario is indeed the case, and this is the standard of accounting at the BA, then I have even more grave worries about the amalgamation of the Navigation and General Accounts.  Add to this the Parking costs issues as well, which should also heve been realised, by professionals, and things do not look good.
