As always, I'm happy to be corrected, but my understanding is that the BA has not yet published this report. A draft was circulated to all Broads councils, as part of the consultation process and, somehow, the draft was published by Geldeston Parish Council http://geldestonparishcouncil.norfolkparishes.gov.uk/files/2016/11/staithes-report-final-final-draft.pdf

I think it is somewhat harsh to try to blame the BA for a 'leak' that was clearly not of their doing.

Now you’re just clutching at straws. Read the link I posted and see how the Geldeston PC titled the page on their site. They obviously thought it  was a draft. As far as I can find out, that is the first instance of the document being put into the public domain.

If you open the link the only title shown is that of the report.
"The public staithes of Norfolk:a history and assesment" I can see on the link address you posted the words final draft, if its final then it's closed for amendment and unless the BA instructed that it was not for public consumption, then I can't see that the council have done anything wrong. Reading the edp article I don't see that it is the leak that Thorpe pc are complaint about so much as the B A refuting/ignoring the evidence that the pc have showing that they have ownership. One point though is why were the B A paying the Thorpe pc for a lease on the mòorings if they are in public ownership? Same with Reedham?

The complaint appears to be that the BA put the report into the public domain. They didn't. Geldeston PC did. It does seem rather odd that, presumably, each Broads council was sent a copy, yet only that one got out. Maybe all the other councils realised it was a draft, for the purposes of consultation, and didn't make it public for that reason. Thorpe Town Council made representations about the ownership and the report was corrected. The BA have published neither the incorrect nor the corrected report.

Just what do you think they are guilty of? Entering into a consultation?
