Rarely have I read such a steaming pile. Delve deeper into that stuff and you find a bureaucratic web of waste, lies and deceit soaking up taxpayer money like a black hole.

And there was me thinking that it was, as ever, a useful publication but I suppose it depends on which side of the "fence" you sit!!! I did not see much deceit, lies and black holes there - I knew most of it anyway but perhaps my glass is half full rather than forever empty!!
