A very welcome piece of journalism and a refreshing change of editorial policy at Archant.

There is a growing realisation that the BA is being run as a fiefdom with total disregard for dissent in flagrant contradiction of the statute and its own rules.

Nothing less than a total revision of its structure, the introduction of democracy and removal of those responsible for poor governance is acceptable.

There is no contradiction with its own rules. If such an occasion arises, they just change their rules to fit!

Maybe a brief contradiction while they change the rules or make up new ones!  Maybe, just maybe, this could be the start of something that will cause the shakeup that is needed.

Good of Archant to shine a light on this. It is now abundantly clear that there needs to be a full-scale and independently conducted "drains up" at the BA. We need proper transparency and accountability and these things can not be delivered by a quango.

Have I missed something? Has the Broads area been struck by some mysterious pestilence that has decimated the population?

"It acts as the planning authority for the area around the Broads waters all the way from Lowestoft to Stalham, covering a population of more than 6,000 people. It is responsible for conserving the area with its annual budget of £7m."

But John Packman clearly thinks that his cronies on the National Park Authorities will be more sympathetic than the members of the Local Government Association. I wonder why that is?

The LGA includes seven national parks within its membership, as well as local councils. JP used the provisions of the Local Government Act when he pushed through the 'rebranding' of the Broads. I would think the LGA is much better suited to carry out a plausible review than the NPA.

VetChugger, I would point you in the direction of the official figures on the BA web site, but I notice it also says "It is the only member of the national parks family in England embraced by a city - where the River Wensum runs through Norwich, " and we all know, don't we, that Norwich is not within the BA executive area.

A very careful use of words there. It doesn't actually say that Norwich is in the Broads, so what is 'embraced by' meant to signify?

Regarding Lana Hempsall's removal, there is an interesting reference in the EDP comments, pointing to a part of the Town & Country Planning legislation which reads:

"Permitted development

The erection or construction and the maintenance, improvement or other alteration by a local authority or by an urban development corporation of—

(a)any small ancillary building, works or equipment on land belonging to or maintained by them required for the purposes of any function exercised by them on that land otherwise than as statutory undertakers;

(b)lamp standards, information kiosks, passenger shelters, public shelters and seats, telephone boxes, fire alarms, public drinking fountains, horse troughs, refuse bins or baskets, barriers for the control of people waiting to enter public service vehicles, and similar structures or works required in connection with the operation of any public service administered by them."


So the advice by the planning officer, that work to change the telephone kiosk into an information kiosk required planning consent, was totally wrong, and Ms Hempsall's challenge to that advice was correct.
