It’s not uncommon for people who are looking to sell up, to obtain planning permission for grander things, so as to increase the value of their asset.
Anything with planning permission already granted for extensions and especially businesses with the opportunity to make larger profits from expansion, will achieve better sale prices. So perhaps the current owners never intended to expand themselves. Or perhaps it took too long and they didn’t want to bother in the end. Either way, the permission now in place will have added attraction to potential purchasers.

Since planning was initially applied for and the delay with objections etc, the price of materials has more than doubles and some, the the whole project may well be far more expensive than originally planned. More covid backlash.
