5ft draft will be pretty pointless on the broads, as it’s swing keel you can always raise it but it will severely hamper the sailing abilities. Most broads yachts have around 2ft 6 inches draft.

In a nutshell
The Moore the merrier.

Had a jag 22 lifting keel for many years, great little cruiser. Think you will find the draft is bout 18", but with the keel down , sails beautifully. We went everywhere.

I have a Delphia 26 with a swing keel which draws 1.4m.

Most of the time I can sail with the keel fully down, if necessary I raise it in areas where I know it is shallow - especially Irstead Shoals, which also occasionally kicks up the rudder. I have not found any significant difference in handling.
One of my previous boats was a Trapper TS240 with vertically lifting keel of 5ft fully down, again, problems only in a few areas.
From my experience,I would say that most of the rivers will not present a problem.
There are several jaguars around on the Broads, they can't all have got it wrong.

I would agree, I have a White Silk 28 (which are modified Jaguar 28's). It has a fin keel with a draft of 1.4 meters. Above Belaugh can be challenging (but mostly due to the weed) and Salhouse moorings are a no no due to the shallow depth. Above Martham ferry was an issue this year (again lack of depth) but we sail the boat all over the broads every year (north and south) with not that many issues.
