Thank you for the 'heads-up', Helmsman1946. The comments on the draft Residential Moorings Guide make for interesting reading, although I do wonder what difference the new policy guidance will actually make. It is, anecdotally, common knowledge that there are unofficial residential moorings at some (many, most, all?) popular marinas, as well as a smattering of official residential moorings. The Broads No-Authority have been very slow (reluctant?) to grasp the nettle, but have been dragged, screaming and kicking, into the 20th century (yes, I do mean the 20th). It seems there is an unfulfilled demand for 63 residential moorings throughout the Broads, but it will be down to mooring providers to submit applications. As that will mean jumping through the hoops presented by the BNA, one wonders whether those providers will think the extra bureaucracy isn't worth it and the status quo will prevail. After all, the BNA has turned a blind eye to those activities up to now. Once the policy guidance is adopted, will there be a change in the enforcement policy? Will there be some mechanism put in place that would make free-mooring-hopping an unattractive proposition? Why should someone who lives aboard and pays no mooring fee nor council tax rush to change that status? Only time will tell. As is pointed out the Residential Moorings Guide is Guidance & not a Policy hence it refers throughout to other documents

Edits made but the BNA has a track record of thinking it can enforce guidance. "..for the avoidance of any doubt, the broads are not legally a national park and do not come under the national park legislation, and nor will they." Parliamentary Under-Secretary of State for DEFRA (Hansard 2015)

Just to clarify, as the forum clock and the timed note on posts is an hour out. I was trying to get the live stream at the right time! 2pm. I did get in after a few mins and watched till the end ( 3.30) I made notes, now need a cuppa... Karen
