Hi I’m new to this forum but every time i read the comments on tolls I’m getting more confused. Ive suggest to BA that every boat owner should get every other day lost because of lockdown pro rata but that was rejected. Ive also been told that hire and private boat owners are being treated exactly the same.?? Any gesture from BA would only be a token but at least it would be showing some empathy with their cash cows. I always pay on the dot but I’m thinking of holding back to see what happens especially when i read 600 didnt pay last year and seem to have got away with it. BA have seen fit to not furlough any staff but also increased their spending, the term self licking lollipop come to mind!

Hi Trevor.

I share your frustration but do not agree with your strategy . By withholding payment you automatically lose the moral high ground in any dispute which might end up in court.

Also by not paying on time you cause the BA to incur more admin costs chasing and prosecuting you which will have to be recouped next year with a bit extra on the tools and therefore becomes self defeating

The only solution I see is to get a better representation on the BA board but that is not easy as most are council reps and others  if from boating are hire fleet owners  or sailing clubs neither of which share our concerns ...

Currently the Government Appointees are in a majority of one over the Local Authority Reps however they may be assigned to just the Planning Committee as the Governments Landscape Review is proposing ( Info from Government due soon hopefully)
Among the (DEFRA)appointees are representatives of the hire trade including the MD of Richardsons but they are limited due to what they can say (certainly in public) due to the principles of Local Government under which the BA sits on Disclosure of Interest.
Hope this helps

Trevor - what evidence have you that the 600 got away with it? I can promise you that no one "got away with it" and that if you don't pay you will get your day in court if you don't cough up!! Your call!!

Equally why did they need to furlough staff? Was it compulsory or are they allowed to work from home if possible? If you chose to check your facts you will know that lots of them have just carried on working.

BA have stated on several occasions that they have not Furloughed any staff hence they were up & running on the first opening day last summer unlike some other waterways
Most just work from home

I cannot see what all the fuss is about.  If you have a boat  you pay the toll.  I have a boat and I pay a toll for the year whether I use it for a month or all year round.  Be thankful you are not paying the fees that you would be charged for a caravan  if you were on a Haven site or Hoseason's site and then only allowed to use it for  a specified amount of time  each year.  The B.A. are not the best in the world and I am no great fan of them,  but we could be in a worse  situation.   I buy a Rod licence for a year  whether I use it for a day or every day for a year, its  the same with the river toll,   So I would say "Pay up", and enjoy the Broads as and when we can Use them as I will do as soon as I can...  Happy boating to you all and enjoy the rivers.  Smile

warrior, I think the fuss is about the way the BNA uses tollpayers as a cash cow.

For the third year in a row, the Secretary of State's grant has not increased, which means a decrease in real terms.

In the same period, my toll has increased by 7%, notwithstanding the annual rate of inflation in that time has been 1.7%, 0.9% and 0.9%.

There has been no allowance within the the SoS grant for any staff pay increases, but the toll increase took into account a 2% pay rise. But hasn't pay for public service employees been frozen?

The BNA should have been making cuts to take into account the static rate of the SoS grant, but what we've seen is expenses that had previously been paid from that grant being moved over to the navigation fund.

If this trend was to continue to its illogical extreme, the BA would have no funding to maintain navigation activities as the entire toll income would be absorbed by Yare House admin expenses.

Hi of course i want the broads to be maintained but for that i expect it to use best practice and value for money! I also realise that some essential staff needed to be kept on working but please explain what some non essential workers were doing at home? When it comes to my local authority if i dont like the way its being managed i have an opportunity to vote them out. When was the last time we the toll payers had a chance to vote on membership of the committees, how many same reps have been on for years, how many council appointees have any knowledge of boating. Again i ask the question have the hire boat fleet being treated any different from private fleet???
