Adding to what H-46 says:
My brother used to work for a local authority, and the government required them to put the work of his department to competitive tender.  The first year, the in-house team (of course) tendered for the work, as did external private companies.  But at least one private company bid very low (maybe they even made a loss);  they got the work, so the local authority in-house team were all made redundant.  

Then when the contract was tendered again there was no in-house team anymore to put in a bid, and the private sector could charge what they liked.

Sound familiar?

Spot on J-A problem is now there are mostly just major companies left so less competition and they have become much better at squeezing extra cash.
