Erm, not exactly. This is the level of increase proposed by the Navigation Committee. Once upon a time, what the NavCom recommended the Authority members accepted. Not any longer, as we've found out. Given that the Authority got away with increases of up to 50% this year, I wouldn't take any bets on that NavCom figure being adhered to.  Mad
