Why not. I have on many an occasion. However I am always mindful of the boat moored at the end of the dyke on my starboard side. If not able to speak with the owner I would not leave my boat in case he wished to leave.
We have often popped in there stern-on after mud-weighting to drop off rubbish, pop to the shop or to let our dog off for a quick walk.
There is nothing 'illegal' with mooring stern-on as you describe. Your only real constraint being the intended departure time of any vessel you might be blocking in, as they may wish to set off before you. That basis, have a chat with anyone you may moor in front of and come to an agreement re departure times.
