I have spotted a small craft that’s tied up between How Hill and ludham bridge, there doesn’t seem to be anyone at the mooring. The craft has fishing gear on board.....

Is that at Neave's Mill? It's not an official mooring, but that the boat has been tied to the ladder suggests that the occupants have gone for a walk, or might be doing a bit of sunbathing (?) out of sight of the river. If you have any welfare concerns, I hope you've informed Broads Control.
