Downright disgraceful! Any self respecting canoeist should know how to self-recover, and in any case should not be afloat alone if they can't. All of my 12 year-old Scouts were trained to be independant and safe! And they could do the 3-rivers event in February in half a gale!
I agree - the Sea Cadets are competent to self-recover (in fact, being in & out of the water is a big part of the fun) & learn about how to manage going out alone.
If the canoeist had got as far as hanging on the stern of a boat, why was this not sufficient to get them to a bank to climb out?
Either there is more to this story that has not been reported, or the EDP was short of interest!
